Raonic, seeded tenth, took three sets to beat wildcard Cecchinato in two hours and eight minutes.
The Canadian saved five of five break points in the first set and converted his only one on offer to take the first stanza.
However, his Italian counterpart responded breaking the Canadian twice in the next set to level things up.
Raonic fended off another three breaks points in the third before securing a decisive break to progress to the next round.
"The conditions were a little bit difficult,” Raonic told the ATP website.
I should have been a little bit more disciplined with myself in certain scenarios, but I'm happy to win and give myself an opportunity to play better in my next round."
Nick Kyrgios was at his devastating best as he beat Salvatore Caruso 6-1 6-2.
The Australian fired down four aces on his way to a double break in the first set and his dominance was even more pronounced in the second set – despite suffering a break of his serve – where he thundered down another six aces as he wrapped proceedings in just over an hour.
