Murray, who won his second Wimbledon and Olympic titles in successive months, is seeded second behind reigning champion Novak Djokovic at Flushing Meadows next week.
But after crashing out in the first round in Rio, Rusedski says the Serb's form is not reflective of his ranking, insisting Ivan Lendl's return as Murray's coach may have had a negative effect on the world no.1.
"I would say he is slightly the second favourite. If you look at his form, he lost in the third round of Wimbledon and Olympics first round," he told BBC Scotland.
"It's just a bit of doubt creeping possibly into his mind. If you look at Murray when Lendl is in his corner, he seems to win majors.
"Before Lendl, there were no majors. After Lendl, there were no majors. All of a sudden, when Ivan comes back, Murray wins Wimbledon again."
