Former champion Wozniacki, who had a trio of rain delays in her quarter-final clash with Czech Pliskova, carried momentum from that win into her match with Stephens, who was playing in only her third event after missing 11 months with a foot injury.
Wozniacki, who won the Rogers Cup in 2010, had an aggressive gameplan from the start as she raced out to a 5-1 lead and then overcame a brief wobble before wrapping up the first set.
The former world number jumped into a 3-1 lead in the second set before allowing Stephens to rally back. But the 27-year-old Dane found her footing and served out the match after a brief rain delay at 5-3 to clinch victory in 80 minutes.
Wozniacki will play Romania's defending champion Simona Halep or Ukrainian fifth seed Elina Svitolina in Sunday's final. (Reporting by Frank Pingue; Editing by Ken Ferris)
