Barber had an anxious wait at the finish before the scoreboard flashed up her victory in 7.01 seconds, the fastest in the world this year.
Williams was given the same time in second place. Belgium's Kim Gevaert finished third in 7.11, a national record.
GREAT SCOTT HE'S DONE IT!
Leonard Scott of the USA exploited a weakened field in the men's 60m final to win in 6.50s, matching the world lead he set earlier in qualifying.
He started well and powered home, holding off compatriot Terrence Trammel (6.54) and Russian Andrey Yepishin who came second in 6.52.
Many of the top names were absent, with Jason Gardner (GBR) and 100m world record holder Asafa Powell in Melbourne preparing for the Commonwealth games.
HOFFA GRABS SHOT PUT GOLD
Reese Hoffa of the USA won shot put gold with a world lead of 22m11, ahead of Andrei Mikhnevich of Belarus who reached 21.38.
Joachim Olsen of Denmark took Bronze with a personal best of 21.16.
BLONSKA WINS PENTATHLON
Lyudmila Blonska of the Ukraine won the women's pentathlon with an overall points score of 4685.
She won the 60m and long jump, and came second in the high jump to push Karin Ruckstuhl of the Netherlands (4607) and Olga Levenkova of Russia (4579) into second and third respectively.
