"He is one of the dominating guys in baseball," Toronto manager John Gibbons said of Burnett, who struck out 10 and walked two in gaining his fourth win against three losses.
"You're not going to find anyone with a better arm. When he's got everything going, that's exactly what he can do to you."
The loss was the fifth straight for Baltimore.
Burnett held the Orioles hitless until Kevin Millar's lead-off home run in the third inning.
Paul Bako later singled in the inning and Millar got the third hit off Burnett with a fifth-inning single.
Toronto tied the score in the bottom of the fourth on Aaron Hill's run-scoring single, then took the lead in the fifth on three consecutive singles.
Alex Rios hit safely to center field with one out and Vernon Wells followed with a single to right to send Rios to second.
Troy Glaus plated the run with a single to left center. Burnett has been forced into a leading role for the Blue Jays with right-hander Roy Halladay on the disabled list.
"I'm doing my [best] to keep us right in it until we get him back," Burnett said.
"But it's not just me. It's the young kid [Jesse Litsch] yesterday. It's Shaun Marcum. It's the defense that we play and the chemistry of this clubhouse that keeps this team winning."
Hideki Matsui drove in four runs and Chien-Ming Wang allowed one run in seven innings as the New York Yankees defeated the Chicago White Sox 8-1 to split their road doubleheader. The White Sox took the opener 5-3.
Trot Nixon drove in three runs and C.C. Sabathia earned his sixth win of the season in the Cleveland Indians' 7-1 home victory over the Minnesota Twins.
Carl Crawford and Delmon Young each drove in three runs in the Tampa Bay Devil Rays' 11-8 victory over the Texas Rangers at Disney World. The Rangers's Sammy Sosa hit his 597th home run in the fourth. He is bidding to become the fifth player to hit 600 homers.
