Cole Hamels was perfect through six innings until he walked Rickie Weeks in the seventh and J.J. Hardy ended the no-hit bid with a home run later in the inning.
"Every year I try to go out there and at least get one [perfect game]," Hamels said.
"I know if I can keep fighting and keep plugging away, I'll be able to go out there and get one every year."
The 23-year-old left-hander retired the first 18 batters he faced and wound up with 11 strikeouts in improving to 6-1. He walked one and gave up two hits and two runs in eight innings of work.
"That's as good a pitching performance as you'll see all year," Milwaukee manager Ned Yost said.
Hamels also went 2-for-3 at the plate and scored a run on Aaron Roward's three-run homer in the second inning.
"He's got great stuff, great presence," Phillies pitching coach Rich Dubee told reporters.
"I thought he had a real good chance [for a no-hitter], but I think that every time he goes out there."
The Phillies scored twice in the first on Jimmy Rollins's double and Pat Burrell's single.
They made it 6-0 in the sixth on Abraham Nunez's infield single before Hardy broke up the no-hitter and shutout.
"You can't really do too much when he's throwing the ball like that," Hardy said.
"He threw a changeup in [for a strike], then a fastball in, and I saw it pretty well and took an easy swing."
Kevin Kouzmanoff's bases-loaded walk off Bronson Arroyo in the ninth inning gave the San Diego Padres a 3-2 home win over the Cincinnati Reds. Kouzmanoff also went 3-for-3 and scored two runs.
Rookie Hunter Pence went 4-for-4 and hit a tie-breaking home run as the Houston Astros squeezed out a 2-1 home win over San Francisco. Giants slugger Barry Bonds was 1-for-3 with a strikeout and a walk.
Ryan Church's three-run fifth-inning double sparked the last-place Washington Nationals to their fifth victory in six games, a 6-4 home win over the Atlanta Braves.
