The pair had built up a head of steam on their second run in Germany, only to lose control with just a few turns remaining.
Able to stay in their sled, the British pair were thrown around the track before eventually settling, with both looking visibly shaken once back on their feet.
McNeill and Moore had looked well-placed before the crash, seventh after their first run and ahead of the clock in the next in a bid for their first podium place.
Meanwhile, double Olympic champion Kaillie Humphries secured her third World Cup win of the season for Canada, topping the podium with Phylicia George in just their second meet at this level.
Their time of 1:52.62 was comfortably enough to take top spot, dominant in clocking the two fastest runs to beat Jamie Greubel Poser and Aja Evans by 0.66 seconds.
Bronze went to Anna Koehler and Annika Drazek on their home ice, nearly a second off the pace in Germany thanks to the convincing display from the Canadian pair.
