"He wants to regain a licence for 2007," said the UCI's Pro Tour representative Alain Rumpf.
"It is still revoked at the moment, as requested by the president of the Pro Tour council, Vittorio Adorini.
"We now have confirmation that he is fighting not only against this revocation, but also to gain a licence for next year."
The Spaniard also recently contacted Kazakh stars Alexander Vinokourov and Andrei Kashechkin claiming that, as former boss of the Astana team, he holds their contractual rights until 2008.
Saiz became sporting director of the ONCE team in 1989, and guided it through its various incarnations as Liberty Sguros and then Astana.
He quit his position on June 8 after being arrested and questioned, along with doctor Eufemiano Fuentes, about blood doping in cycling.
Saiz denies any wrongdoing.
