Meriem opened the scoring before the interval with a fine free kick after Toulouse goalkeeper Nicolas Douchez was shown a straight red card for handball outside the box.
The diminutive playmaker made it two three minutes into stoppage time following a sharp counter-attack.
The principality team, who were in the Ligue 1 relegation zone two months ago, confirmed their recent progress by beating the team who downed Lyon eight days ago.
However, Toulouse were in charge at first at the Stade Louis-II with midfielder Achille Emana and Sweden striker Johan Elmander a permanent threat to Monaco's defence.
The game turned Monaco's way in the 36th minute when Douchez, who was outside his box, handled a Jerko Leko attempt.
Earlier on Sunday, a second half goal by Bonaventure Kalou earned holders Paris St Germain a 1-0 victory over Ligue 2 side Gueugnon.
The Ivory Coast striker netted from close range on 66 minutes after being set up by Uruguayan forward Cristian Rodriguez.
The result gave former Rangers manager Paul Le Guen his first win on PSG's bench following a goalless draw against Toulouse in Ligue 1 on Wednesday.
"We are satisfied and relieved since we avoided extra time," Le Guen told reporters.
"We had to be patient. We still have to take better control of the game but I feel there is a desire to do well."
PSG are fighting to avoid losing their place in the top flight. They lie 17th in the standings only three points above the relegation zone.

Clermont (III) v RC Lens
Montpellier (II) v Vannes (III)

Ties to be played on January 30 and 31.
