The division will not enforce any relegation from or promotion to the league for next season.
With only 25 games completed, joint leaders Ajax and AZ Alkmaar have also had the chance of winning the title taken from them.
Ajax were ahead of AZ on goal difference, with nine rounds of matches to play when the season was suspended, and the two teams will now fill the country’s two places in the 2020-21 Champions League.
The decision means that ADO Den Haag and RKC Waalwijk stay up despite being favourites for relegation.
The KNVB made the decision after a club vote, with the federation instructing the teams that it was not possible to increase the league to 20 teams for the next season.

The league standings will be used to decide European places for next season.
“In these times, under these circumstances it is not appropriate to speak of a championship, therefore we only confirm the placing of the clubs as per the last standings,” the KNVB said in a statement.
“Unfortunately, with the cabinet's most recent corona measures, it has become impossible to play out the rest of the 2019/2020 season,” the statement added.
“It will be crystal clear to everyone involved, from supporters and players to directors and referees, that public health always comes first.
"Today's decisions made about the settlement of the competition were for a mere football problem in the perspective of what the corona virus has caused to society.
