Conte had already made a number of big calls, omitting Andrea Pirlo, Sebastian Giovinco and Mario Balotelli from his 30-man provisional squad named on May 23.
The major call ahead of Tuesday’s squad announcement, which was broadcast live on television, was over the inclusion of injury doubts Motta and Montolivo.
Montolivo, who picked up a hamstring injury in Italy’s warm-up fixture against Scotland, failed to recover in time to make the squad but Paris St Germain midfielder Thiago Motta, another injury doubt, makes the final 23.
Daniele De Rossi was included despite only making four appearances for Italy during Conte's tenure but a midfield injury crisis sees the Roma man make the cut.
“The choices are made, we reflected a great deal and picked the best at our disposal. As far as I am concerned, I have some pretty precise ideas,” said Conte.
