Rowett has been in charge of Derby since March 2017.
Derby boss Gary Rowett has asked for permission to speak to Stoke regarding their managerial vacancy.
The Rams said they were now in talks with the Potters regarding Rowett, with compensation likely to be one of the major hurdles which must be overcome before he can move clubs.
Stoke were relegated from the Premier League this season and will play alongside Derby in the Sky Bet Championship next term.
Paul Lambert left Stoke last week, while Rowett has been in charge of the Rams since March 2017 after prior spells as boss at Burton and Birmingham.
Derby said in a statement on their website: “Derby County Football Club can confirm that Gary Rowett has asked for permission to speak with Stoke City regarding the vacant manager’s position at the bet365 Stadium.
“The club is now in discussion with Stoke regarding the matter and will update our supporters in due course.”
Rowett is a former Derby player. He succeeded Steve McClaren as manager 14 months ago, when the former England boss’ second spell came to an end.
