Hudson-Odoi, 18, is widely regarded to be one of the most exciting talents in Europe but he is currently in a contract stand-off with Chelsea.
His current deal expires at the end of next season and Bayern Munich are reportedly interested and have made a series of offers, the latest being £35 million, to try and bring the forward to Germany.
He starts alongside Eden Hazard and Willian in Chelsea's front three with Alvaro Morata not even in the matchday squad.
Elsewhere Andreas Christensen partners Antonio Rudiger at centre-back with Ross Barkley preferred over Mateo Kovacic and Ethan Ampadu on the bench.
For Spurs Paulo Gazzaniga starts in goal with Harry Winks in midfield and teenager Oliver Skipp on the bench.
Harry Kane, Dele Alli and Christian Eriksen all start in a strong attack as well as Son Heung-min before he goes off to the Asia Cup.
