"He will officially be a Parisian after the usual medical tests," the club said on its website.
The 31-year-old joined Milan a year ago from French champions Olympique Lyon but failed to make a strong impact, playing only 12 Serie A games.
"It's a great piece of news for the club, the players and the fans," said PSG coach Laurent Fournier.
"A French international with great experience joins PSG. I'm sure he will give a lot to the squad."
Dhorasoo has made seven appearances for France since his international debut against Ukraine in 1999 but there was a five-year gap between his second and third caps.
A skilful attacking midfielder, Dhorasoo has played five times under present France coach Raymond Domenech, showing great ability to control a game.
Dhorasoo is PSG's fourth recruit of the close season after midfielders Bonaventure Kalou and Christophe Landrin and Czech defender David Rozehnal.
