The 24-year-old's fee could rise ro £36m depending on appearances, which would make him Liverpool's most expensive player ever.
Mane has scored 25 goals in 75 appearances for Southampton since joining from Red Bull Salzburg two years ago.
His greatest day, however, came in May 2015 as he notched a hat-trick against Aston Villa in just two minutes 56 seconds - the fastest in Premier League history.
"Today is a big day and I am very happy to sign for one of the biggest clubs in Europe," said Mane.
"It’s a club that has won a lot of trophies and has a big history. Now I am looking forward to meeting all the staff and my teammates and starting the season."
Mane becomes Liverpool's fourth signing of the summer after Joel Matip joined on a free transfer from Schalke, Marko Grujic left Red Star Belgrade, and goalkeeper Loris Karius was imported from Mainz.
Southampton have now received almost £100m in transfer fees from Liverpool alone over the past three summers following similar moves by Adam Lallana, Dejan Lovren, Nathaniel Clyne and Rickie Lambert.
