Sane, 22, joined City in the summer of 2016 and after a strong start to his career in England last season he has kicked on to a new level.
He beat Harry Kane and team-mate Raheem Sterling to the award.
He has scored nine times in the league and registered 12 assists to help City lift their first Premier League title under Pep Guardiola.
The winger has formed a key part of the City attack along with Sterling, Kevin De Bruyne and Sergio Aguero.
Sane has also become a key part of the German national team set-up.
Chelsea Ladies forward Kirby was named as the Women's PFA Player of the Year.
Kirby has been in sensational form, with the Blues in the final of the FA Cup, semi-finals of the Champions League and top of the WSL.
Bristol City Women FC's Lauren Hemp was named as the women's PFA Young Player of the Year award.
Earlier in the night former England captain Casey Stone was given the Special Achievement Award.
The PFA have helped me so much, I wouldn't be where I am on my coaching journey if it wasn't for them." Stoney said.
Former West Brom and Coventry striker Cyrille Regis, who sadly passed away in January, was the winner of the Merit Award.
