The England captain returned to training for Spurs following an ankle injury that kept him out for six weeks but is now fit enough for first-team action.
Tottenham are looking to cut the gap to Manchester City at the top of the Premier League table to two points, ahead of the champions' League Cup final against Chelsea on Sunday.
Meanwhile, Burnley boss Sean Dyche names an unchanged team to the one which won 3-1 at Brighton a couple of weeks ago, with Tom Heaton captaining the team.
Spurs: Lloris (C), Aurier, Alderweireld, Foyth, Vertonghen, Rose, Winks, Sissoko, Eriksen, Son, Kane. Subs: Gazzaniga, Davies, Walker-Peters, Wanyama, Lamela, Lucas, Llorente.
Sean Dyche calls upon Ashley Barnes and Chris Wood to lead the line for Burnley, with former England internationals Joe Hart and Peter Crouch on the bench.
Burnley: Heaton, Bardsley, Tarkowski, Mee, Taylor, Hendrick, Cork, Westwood, McNeil, Barnes, Wood. Subs: Lowton, Gudmundsson, Brady, Gibson, Crouch, Hart, Vydra.
