A Dutch news agency reported on Monday that Robben had agreed a five-year contract with Chelsea worth 12 million euros.
"For me, Arjen Robben will be a fantastic addition to our squad," Chelsea coach Claudio Ranieri told the club's website.
"He is quick, strong, scores goals, makes goals. He can do everything. His style is perfect for the premier league and I am very happy that he wanted to come to us."
The west London club, second in the premier league behind leaders Arsenal, have spent more than 120 million pounds on players since being taken over by Russian billionaire Roman Abramovich last July.
Champions Manchester United last month failed to reach an agreement with PSV over the transfer of the pacy winger, whom manager Alex Ferguson saw as a long-term replacement for Ryan Giggs.
Robben, who joined PSV from Groningen in 2002, has won four caps and scored twice, including the winner for the Dutch in a friendly international against the United States last month.
PSV said on Sunday they were close to striking a co-operation deal with Chelsea which would resemble the arrangement Manchester United signed with Belgian club Antwerp in 1998.
