The Spanish defender arrives at Ibrox with a four-year contract in a deal thought to be worth around £2 million.
The 25-year-old was part of the Osasuna side that knocked Rangers out of the last 16 in last season's UEFA Cup.
Walter Smith now has extra competition for places in the heart of his defence, as he already has the likes of Ugo Ehiogu, David Weir, Sasa Papac, Andy Webster and fellow new signing Kirk Broadfoot in his squad.
Smith told the club's official website: "We're delighted to sign Carlos. We were impressed with him when we went to watch Osasuna before our UEFA Cup tie and also in the tie itself.
"We then followed up on that and decided to make an offer to Osasuna. I'm very pleased that we have now done the deal and I feel sure he will be an excellent addition to our squad."
Cuellar becomes Walter Smith's sixth new signing this summer, along with Broadfoot, Alan Gow, Jean-Claude Darcheville, DaMarcus Beasley and Graeme Smith.
The former Scotland boss is also keen to add Kilmarnock's Steven Naismith and Wigan's Lee McCulloch to his squad in preparation for next season's SPL title challenge.
