The Arsenal midfielder is a free agent when his contract expires in June, and was linked with several leading European clubs including Barcelona, Real Madrid, Paris Saint-Germain and Chelsea.
"Juventus Football Club SpA announces that it has completed a sports performance contract with the player Aaron James Ramsey with effect from 1 July 2019 and expires on 30 June 2023," said Juventus in a statement.
"In exchange for the player's registration, Juventus will incur additional charges for € 3.7 million, payable by 10 July 2019."
28-year-old Ramsey will sign a four-year deal to become Juve's second-highest earner behind Cristiano Ronaldo, who is on £500,000-a-week since he moved from Real Madrid for £98m last summer. He will be the highest paid British player of all time, and among the top 10 earners in world football.
"As you may have already heard, I have agreed a pre-contract with Juventus Football Club," said Ramsey.
I wanted to issue a personal statement for all the Arsenal fans who have been extremely loyal and supportive. You welcomed me as a teenager and have been there for me through all the highs and lows I've encountered during my time at the club.
"I will continue to give the team 100% and hope to finish the season strongly, before heading on to my next chapter in Turin.
"Kind regards, Aaron."
Ramsey - who has won three FA Cups at the London club - has passed a medical with the Turin club.
He has not been a regular under Arsenal manager Unai Emery since he made it clear he was set to end his 11-year spell at the Emirates Stadium.
Ramsey joined Arsenal from Cardiff for £4.8m 11 years ago. He has made 259 appearances for Arsenal, and scored 61 times including a personal best of 16 goal in 2013/14.
Arsenal said in a statement that Ramsey had made a "fantastic contribution" to the club.
"He has always been a consummate professional and will always have a special place in the hearts and memories of Arsenal fans around the world," it said.
