In other all-Premier League ties, Crystal Palace will host Tottenham Hotspur and Burnley travel to Manchester City.
"Arsenal against United is the pick of the draw, in terms of the magnitude of the tie," said BBC host Gary Lineker following the draw, adding: "Barnet will have probably wanted to draw a bigger club."
The only non-League club left in the draw, Barnet, will play Championship club Brentford.
Gillingham will be looking to knock out another Welsh club in Swansea City after beating Cardiff in the third round.
