The American duo will form what will be a two-pronged attack on the championship this year after team chiefs elected not to retain South African Tomas Scheckter.
Carpenter, 26, who is the nephew of IndyCar series boss and team co-owner Tony George, believes that this season will be the year that the team takes a step forward.
"I wasn't able to capitalise on the team's growth in 2007 like I wanted," he said. "I had some good runs last season, but I expected more.
"It seemed that more often than not we were the victim of bad luck last year and we've got to look to create our own good fortune this year. The potential, both in myself and the team, is there, we just have to make it happen this season."
Foyt, 23, who took his maiden podium finish with the squad last season at Kentucky, believes he proved his prowess last year after leaving the team run by his grandfather AJ Foyt Jr.
"Last season was really good for me in that I was able to prove to myself that I can be successful in these cars," Foyt said. "After a taste of what the team and I can do together, I am excited about getting back out there this season and working together to be even better."
