Conway, who won bronze at the Rio Olympics, added to compatriot Chelsie Giles' silver as she beat world number 16 Szabina Gerscak from Hungary.
Conway came down from a waza-ari score early on, overcoming a shido attained for lack of intent in her grip to level and finally force her opponent to submit just one second from time.
"I wasn't feeling my best and had to dig deep for the wins" Conway explained following her victory.
"I now have two weeks of final preparation before the European Championships to get myself contest sharp and feeling good."
Conway may have felt relatively sluggish but her path to the bronze medal was not a smooth one as she faced the likes of Jovana Pekovic and Kelita Zupancic to reach the semi-final.
Coach Kate Howey echoed Conway's disappointment over her performance but emphasised the Scottish athlete's talent in the same breath.
"Sally was a bit slow but it shows that on a 'not so good' day, she can still perform and achieve a great result," said Howey.
"This is all part of Sally's preparations for the Europeans in two weeks' time, where she will be at her best."
Meanwhile, there was disappointment for Owen Livesey in the -81kg class and Danny Williams in the -73kg, both of whom won their opening contests before being eliminated in the following round.
They fared better than Alex Paske, also in the -73kg, and Lubjana Piovesana in the -63kg class, who were both defeated in their opening contests.
