The 31-year-old finished seventh overall at the annual event after losing to Japan's Yoko Ono.
Conway, who has never won a World Championship medal in her career, lost in the -70kg repechage when Ono threw her on her back for a waz-ari finish.
And the 2014 Commonwealth Games bronze medallist didn't hide her dismay after the clash as she turns her focus to the 2020 Olympic Games.
"When I perform at my best, the results do come," said the 2018 European Championship silver medallist.
"It's never nice to come away from the World Championships with seventh place, especially with how I've performed in the last few tournaments.
"I believed today I could've done the same [as the European Championships, but I've got lots of things to work on between now and the next one.
"The ultimate goal is the Olympic Games, so I just want to get everything right for then and I'll be happy.
"Unfortunately, today I wasn't able to deliver the full potential of what I can, but it was not from a lack of trying."
Her opponent Ono, who is three places below Conway in the world rankings, went on to clinch bronze at the event in Azerbaijan.
The Bristol-born athlete lost once in the pool stage to world number two Marie Eve Gahie, who eventually took silver after being downed by reigning champion Chizuru Arai in the final.
