The 20-year-old set a time of 1:32.254 to top the standings, finishing both runs the fastest in the field, to place ahead of Austrian Wolfgang Kindl in second.
Kindl, who leads the overall standings on 336 points, set an overall time of 1:32.450 to finish just ahead of Italy's Dominik Fischnaller, who placed third in 1:32.572 to take his first podium position of the pre-Olympic winter season.
In taking victory in Utah, Russian Repilov became the fourth athlete to win an event of the World Cup season, following on from Johannes Ludwig, Felix Loch and Tucker West.
West came fourth on Friday, ahead of Loch in fifth, with Ludwig finishing back in tenth.
Repilov said: "I'm exhausted, but also very happy.
"This win obviously takes me to a very high level, but I also train really hard. The Russian team has been so strong this winter because we're concentrating on our starts and we're also driving well."
