Ireland dominated the first half, to lead 11-8 at the break, although it was England who scored first, a try in the second minute by centre Jamie Noon.
England had conceded a soft try in the first minute during their 31-6 humiliation by France last weekend but this time a classic backline move ended with Noon plunging over.
England took the lead back in the second half after a prolonged period of pressure when lock Steve Borthwick roared through a hole in the Irish defence to score under the posts.
Ireland replied swiftly, a basketball-like juggle at a lineout near the England line allowing Denis Leamy to plunge over for a 21-18 lead.
