The Norwegian 23-year-old, who finished third in last year's overall World Cup standings, led from Richard Freitag and Kamil Stoch after his first jump of 212 metres, and that order did not change after the second jump which took place in very difficult conditions.
Tande managed 227m in his second jump, and has an overall score of 449.6 points at the halfway stage in the competition, a lead of 10.9 points from home favourite Freitag.
Stoch, who won all four events in the Four Hills, lies third on 431.8 points, with the leading trio a long way clear of the rest of the field.
Tande is looking to become the first Norwegian to win the world title since Roar Ljokelsoy who won back-to-back titles in 2004 and 2006.
Defending champion Peter Prevc sits in seventh at the halfway stage.
