The 33-year-old former UK Championship quarter-finalist beat last season's double ranking event champion 6-5.
But Couch almost threw away victory against the Grand Prix and Welsh Open champion from Melbourne.
Robertson, the last opponent for tragic three-time Wembley Masters champion Hunter at the 2006 World Championship, fought back from 4-0 and 5-3 down to force a deciding frame.
However, Couch held his nerve to accept the trophy and a £4,000 prize from Hunter's widow, Lindsey.
"It's an honour and a privilege to win this tournament," said Couch.
"Like everyone else I remember Paul as a fantastic lad and a fantastic player.
"I just wish I had 10% of Paul's talent.
"I'm playing in the Paul Hunter German Open in Furth on Thursday so it would be a great double."
