Williams, who produced an emphatic performance to whitewash Alexander Ursenbacher in round two, allowed the 20-year-old to come from 3-2 down to set up a last-16 engagement with Stephen Maguire.
A sub-par Williams made a 50 to take the first frame but the 43-year-old struggled with his cueing throughout, missing frame ball twice in the second frame; while loose positional play afforded Zhou the opportunity to take a one-frame lead.
The three-time world champion rallied to take the next two courtesy of runs of 53 and 77 but the world number 35 reeled off the next two frames - producing a magnificent 73 in the deciding seventh frame - to take the biggest scalp of his fledging career.
