Parrott went into an early 2-1 lead, but then produced an error strewn performance which allowed Perry to complete the victory without much fuss.
A break of 127 in the fifth frame was the highlight, but Perry himself hardly set the world alight and nearly lost the last frame when missing an easy pink.
However, Parrott then proceeded to miss an equally easy red himself, which allowed Perry to polish off the victory.
Elsewhere, there were a couple of mini-shocks to start off the tournament.
Irishman Graham Greene's victory over Mark King was a bit of a shock in itself, but the 5-0 scoreline is what will really raise eyebrows.
It was a similar story in the David Gilbert v James Wattana match-up, where surely few people could have forecast a 5-1 victory for the Englishman.
Qualifier Ben Wollaston was another surprise winner as he beat David Gray 5-3 to earn a dream second round match-up with Stephen Hendry.
Meanwhile, former World Championship semi-finalist Andy Hicks was another to crash out as he fell to a 5-4 defeat at the hands of Dave Harold.
Nigel Bond does move on however, as breaks of 65, 68, and 70 helped him get revenge on Chinese teenager Laing Wenbo, with the Englishman edging a 5-4 thriller.
Bond had been whitewashed 5-0 by Liang at the same venue last year, but will now play defending champion Stephen Lee in the Last 32
Scotland's Alan McManus enjoyed a 5-2 victory over Rod Lawler, as he looks to rediscover the form that saw him reach the final of this tournament back in 1993 and 1994.
Finally, Steve Bingham was too strong for Ireland's Joe Delaney, as a break of 115 in the final frame saw him wrap up an impressive 5-0 victory.
