It took Norrie, world number 70, just under two hours to wrap up victory.
Norrie was actually broken in the opening game of the match but he regained his composure to find three further breaks in the first set.
After that opening game Norrie didn't drop a single service game and looked in complete control.
His victory gives Great Britain an unassailable 3-1 lead. It was a moment of redemption for Norrie, who squandered a match point before losing his opening singles rubber on Friday.
The result means that Great Britain will be seeded when the new format takes place in February.
Speaking on court afterwards Norrie said "It's an extremely proud moment. The crowd were awesome. Big thanks to my Dad for actually staying put in his seat today - he was pretty nervous the other day!
"I forgot to thank Leon, so thanks to Leon! I was pretty nervous coming in to the tie today and Friday but the crowd got me through it. It's always difficult playing your first home tie but I learnt a lot this weekend and I'm really proud of the team."
Great Britain captain Leon Smith added "We have great fun every time we come together. Cam said it there - he would have learnt a lot from Friday. To get the response like he's done, it takes a lot of credit to Cam.
We have a great team spirit. What's important is that before this weekend, a lot of people were saying it was a meaningless tie. I think you've seen from both teams, and how the crowd have reacted, this was hardly meaningless. It was brilliant.
"The crowd like home ties, and so do we. We wanted to win this so we're seeded for the draw. The new format, now the decision has been made, we have to embrace it. The big thing for us is we're seeded now and we get a draw we could be successful in. Now we're in it we want to be part of it in November. We want to get as many fans in as possible."
