Coco Vandeweghe and Shelby Rogers beat Aryna Sabalenka and Aliaksandra Sasnovich 6-3 7-6 (3) in the deciding doubles match to claim a record-extending 18th title, but a first since 2000.
The win saw Vandeweghe join Russians Anastasia Myskina and Elena Dementieva as the only players to win three points in a Fed Cup final since 1995.
Sasnovich had kept the tie alive when she battled back from a set down to beat US Open champion Sloane Stephens 4-6 6-1 8-6 and force the deciding rubber.
Earlier, Vandeweghe put the United States 2-1 ahead by beating teenager Aryna Sabalenka 7-6 (7/5) 6-1.
On the opening day, Vandeweghe got the USA off to a winning start with a 6-4 6-4 victory over Sasnovich, while Sabalenka beat Stephens 6-3 3-6 6-4 to pull the tie level.
