The World number three completely dominated the first set, breaking in the fourth game to take a 3-1 lead and again in the final game to win comfortably by 6-2.
In the second set Tsurenko seemed to be struggling as she took a medical time out with what looked like a muscle injury.
The 27th seed threatened to finally win a game in the fifth of the second set, but Halep quashed that quickly, taking a 5-0 lead.
Tsurenko fought back to avoid a bagel as Halep hit the net at 40-0, finally breaking the Romanian's serve.
However Halep did not have to wait long to break back and seal victory with an audacious drop shot at the net, winning the second 6-1.
"It was a tough match even if the scoreline does not show it," Halep said.
"Every day in my life I have that image of me winning last year in my mind, it was my greatest moment of my career and it was all the more satisfying for having won here in the juniors as well."
Elsewhere in Saturday's play, 14th seed Madison Keys went a set up against Anna Blinkova to lose the second in the tie-breaker 7-5. However the American fuoght back in the third to oust the Russian, ranked 117 in the world, to win the match 3-6, 7-6 (7-5), 6-4.
Monica Puig was upset by Iga Siwatek when she fell apart after administering a bagel. Siwatek came back from the indignation of losing the first set 0-6 to win 0-6 6-3 6-3.
Serena Williams suffered a shock upset when she fell to Sofia Kenin, losing convincingly 6-2 7-5.
Amanda Anisimova was another American qualifier, after she defeated the Romania Irina-Camelia Begu. The Romanian pushed in the first set but fell 7-6(2) 6-4.
Eighth seed Ashleigh Barty defeated Germany's Andrea Petkovic 6-3 6-1 to make the final 16.
