The Dutchman had already wrapped up his first championship ahead of the trip to Spain but he refused to ease off the accelerator and scored his fifth win of the campaign in race one.
The victory assured a second crown in the category for his Koiranen GP team.
The member of the McLaren Young Driver Development Programme overtook pole sitter Dennis Olsen (Prema Powerteam) on lap eight.
The Norwegian was later excluded from the race for a non-conformity with technical regulations, meaning Jack Aitken (Fortec Motorsports) and Hans Villemi (Prema Powerteam) completed the podium.
In the second race of the weekend, the front-runner in the Formula Renault 2.0 ALPS, George Russell (Tech 1 Racing) made the most of his wild-card entry to take his first pole position and maiden victory in the Eurocup.
The British driver also gave Tech 1 Racing their first success of the season. De Vries finished second ahead of Aitken while in the final general classification, Olsen and Lotus F1 Team protégé Alexander Albon (KTR) came in second and third behind Sainz.
