The 20-year-old, who last year became the youngest ever Olympic medallist when he claimed slalom bronze in Sochi, produced a storming second run to top the pile in Slovenia in a combined time of 1:41.26 minutes.
Second on the day was Giuliano Razzoli, the Italian claiming his first World Cup podium finish in three years as he finished 0.24seconds behind the Norwegian youngster.
Third on the day was Sweden's Mattias Hargin while Marcel Hirscher ensured the battle for the overall slalom World Cup title will go on to the final round next week in Meribel.
The Austrian finished sixth with a superb second run after a costly mistake in the first round, closing the gap on Felix Neureuther in the overall standings to 55 points.
