Briggs has often been touted as a future England Test performer , and has made eight international appearances in the limited-overs formats, but he was often overlooked in the LV= County Championship this year.
He played just eight matches, taking 19 wickets at 37.42, as Hampshire ultimately secured their Division One safety - at the expense of Briggs' new club.
With highly-rated teenage leg-spinner Mason Crane ahead of him in the pecking order, and part-time turner Liam Dawson taking more championship wickets than Briggs this summer, the 24-year-old has been released with a year remaining on his current deal.
He said: "I'm looking forward to joining Sussex and working with the players and coaching staff at Hove. I'm excited for the opportunities that lie ahead.
"I'm really grateful that Hampshire are letting me leave early. I'd like to thank all the playing staff and the coaches that I've worked with at the club for all their support over the years."
Briggs has taken 191 first-class wickets in 67 matches with his career-best of six for 45 coming for the England Lions in 2011.
His best form has often been in the shortest format, with his club-record 31 wickets inspiring Hampshire to domestic T20 glory five years ago.
