The Cervelo Team rider, who switched his nationality after riding for Germany last year, was questioned by police following the crash with another car and found to have exceeded the legal blood alcohol limit.
No one was injured in the accident but both cars sustained considerable damage.
"I want to apologise to my team mates and the entire Cervelo Test Team and in particular to our fans and partners," said the 26-year-old.
"I was extremely disappointed about my early return from the Tour of California because of my knee problems and needed a diversion. That said, there is no excuse for my behaviour. It was irresponsible and unprofessional and I deeply regret my actions."
Haussler, who was born in Australia to a German father and an Australian mother, returned to Germany last week for a medical check on his knee after crashing twice at the Tour of California.
Cervelo said they would work with Haussler, "to make sure he understands the consequences of his actions and the appropriate behaviour required of him in the future."
