The 26-year-old was crowned as the world's premiere rider in 2013 when he edged out Marc Willers in Auckland.
Last year saw Sam Willoughby take back the title that he had won in 2012 – Tre Whyte the highest-placed Brit in third place.
But Phillips is now hoping that he can once again stand on the top step of the podium in July before he turns his attention to next summer's Olympic Games.
"Now it's all I think about. It's huge," he said.
"All of my focus is to go there again and perform as best I can.
"If I do that I'll be in contention to win that world champion's rainbow jersey again."
