Fleetwood, under the watchful eye of new manager Steven Pressley, bossed the early exchanges and could have taken the lead when Antoni Sarcevic bullied his way past Sam Patterson, stinging the palms of Jayson Leutwiler in the Shrewsbury goal.
But an error from the hosts opened the door for Micky Mellon's men, former Fleetwood winger Junior Brown burying an 18-yard blast past Chris Maxwell after Tyler Forbes hesitated.
Tyrone Barnett should have made it two before the break, slipping as he applied the finish to Liam McAlinden's cross.
Fleetwood turned up the pressure after the break, Jamie Proctor with two good chances to level, first with a close-range shot blocked, then a header from three yards which rattled the woodwork.
Nick Haughton then tested Leutwiler with a curling 25-yard effort, which was tipped around the post.
It was substitute Ash Hunter who hauled Town level, taking advantage of a poor touch to sneak in behind the Shrews defence and holding his nerve to slot low past Leutwiler.
Sarevic nearly stole it for the hosts, Leutwiler parrying his blast from the penalty spot.
Hunter then hit the post, Town keeping up the pressure before the ball fell to sub Grant, who unleashed a 20-yard piledriver into the top left-hand corner.
