The Arsenal midfielder, who started the first game of Euro 2012 against France, stood a very good chance of being in Roy Hodgson’s squad if he was fit, but will now surely miss the tournament which starts on June 10.
Although the 22-year-old had recovered from an original knee injury, he suffered a setback on Monday morning ahead of an Under 21s match on Tuesday, Gunners boss Arsene Wenger confirmed.
He was expected to return to the first team for Sunday's Premier League game against Manchester City at the Etihad Stadium after not featuring since he damaged the knee in a Champions League tie against Barcelona on February 23.
"There is no chance of the Euros for him. He will be back at the beginning of July," Wenger said.
England face Russia, Slovakia and Wales in Group B of the 24-team tournament in France.
The full England squad must be submitted on June 2, but Hodgson has said he will name it three weeks early on May 13.
