Though the new Wembley Stadium has a capacity of 90000, though only 50000 will be shared out between the two clubs, Chelsea and Manchester United, with the remaining tickets shared out between Club Wembley members and other football organisations.
A statement on the Blues' website read: "At a meeting Chelsea FC was advised by the Football Association of the allocation to the clubs for the FA Cup final at Wembley.
"We were very disappointed to receive this news as many of our regular fans will now miss out on a great day for both clubs."
While the vast majority of Chelsea's season ticket holders will be able to get a ticket for the Cup final, less than half of Manchester United's season ticket holders, who number over 50 000, will be able to watch their team at English football's showpiece event.
The FA defended their decision to make so many tickets available to neutral fans, stating on their website:
"The FA Cup final is a unique sporting event. This year the demand for tickets will be greater than ever due to it being the first cup final back at Wembley.
"It is undoubtedly the biggest domestic cup final in the world and as such it belongs to the whole country as well as the two competing teams and their supporters."
