The Estonian international, who returns to English football after a previous spell at Derby County, can play up front or out wide, and has the option of a second year with the Robins.
He linked up with the squad on Friday but is ineligible for his new side's trip to Crewe as the club are still waiting for international clearance.
The former Legia Warsaw player had loan spells with Motherwell, where he scored three times in 18 games, and Sarpsborg 08 last season.
He told the club's official website: "I thought it would be a great opportunity. Obviously, the way Swindon play, they're known for playing good football. They were one of the better teams in this league last year and were very close to going up so I'm excited to be here and can't wait to get started."
He continued: "The last couple of years have been interesting with Legia. Winning the league and coming so close to the Champions League groups, but also playing in the Europa League groups was a great experience and just something different.
"I really enjoyed that and, of course, it's great to win things so I'm here for the same purpose. The team were so close to going up last year, why not go one better this year? I'm excited to be part of the team and the way they play, and I think it will really suit my strengths."
