Danny Batth's 88th minute equaliser rescued a point for Wolves after struggling Brighton, who played for the final 33 minutes with 10 men after the dismissal of Spanish full-back Bruno, had lead through Darren Bent's 10th minute opener.
But Jackett was unhappy that referee Darren Bond denied Wolves a 49th minute penalty when Dicko went down under a challenge from Brighton goalkeeper David Stockdale having initially pointed to the spot before changing his mind after consulting his assistant.
Jackett said: "I have spoken to the referee and viewed it again. He originally gave a penalty and then he changed his mind which he is entitled to do.
"I felt that the ball was passed the goalkeeper and he has caught the centre forward.
"The referee took an awfully long time as he didn't initially run straight over to his linesman.
"He changed his mind and it is unusual. His initial reaction was that straight away he pointed to the spot.
"I did think there was contact but the ball was going wide after that and maybe he (Bond) could have got away with a penalty and a booking.
"To book Dicko for diving was harsh in the situation that he was in."
Batth's late strike saved Wolves from a sixth defeat in seven games and Jackett added: "My assessment of the game is that Brighton started well and they deserved their lead.
"The tide turned 10 minutes before half time. We kept the pressure on and built up as we went before a couple of refereeing decisions changed the flow of the game. But we finished very strongly.
"It was nice to finish strongly in the last quarter of the game.
"I think we have gone up a place in the table and we are in a good position.
"We are competitive with the top of the league and the play-off positions.
"Are we good enough now to make that gap up right now? No, we need to improve."
Bent broke the deadlock when he calmly headed home a right wing cross from captain Inigo Calderon to grab his second goal in four games following his loan move from Aston Villa.
A combination of Stockdale and the woodwork in the final five minutes of the first half then enabled Brighton to take their advantage into the interval.
First Stockdale beat away a close range drive from Bakary Sako before the Mali international slammed a shot against the post.
Dicko's yellow card infuriated Wolves before Bruno saw red for his challenge on Kevin McDonald.
Wolves eventually made their pressure pay when Batth bundled home Sako's corner from close range.
Batth's late heroics denied struggling Brighton what would have been only their second Championship win in 14 games - and their first since beating Wigan at the start of November.
Manager Sami Hyypia felt his side deserved all three points and he said: "I thought that we played well today and I feel sorry for the players that we couldn't hold on.
"They were fighting and working hard and I think with 11 versus 11 we played some good football as well. I am very frustrated that we couldn't hold on.
"It was great to see how the players respond to us regrouping and talking about things a lot. I would have liked that to have happened a bit sooner.
"But it is great to see that everyone did their task 100 per cent today and really worked hard and worked together on the field."
