"Barcelona and Atletico Madrid have reached an agreement for the transfer of ... Arda Turan," Barca said in a statement.
The deal will cost Barcelona an estimated 41 million Euros, but he cannot play for his new club until January due to their ban on signing players.
The European champions were handed a 14-month ban after being found to have breached rules on signing international players under the age of 18.
According to media reports, a deal has been agreed with Atletico that would see the player return to the Spanish capital if Barcelona's new president does not want the winger.
Former president Josep Maria Bartomeu is hoping to be re-elected as president when the club's elections are held on July 18 having promised coach Luis Enrique he would bring Arda to the Camp Nou.
But a new president could yet scupper the deal if they do not agree with the signing, an outcome that would see the player sold back to Ateltico with a 10 per cent commission to last season's Liga winners.
