The 36-year-old has signed a one-year deal with the Bees, who won automatic promotion from the Vanarama Conference this season.
Lisbie told Barnet's official website: "After speaking to the manager about what the team achieved last season and what he wants to do next year it was a no-brainer for me.
"I wanted to be a part of it and hopefully I can help the club achieve some good things next year.
"League Two will be a bit different so I think the team will need that little bit of experience.
"It is a long campaign so I would hope to be able to help the lads both on and off the pitch.
Lisbie scored 46 goals in 97 starts for the O's after joining the club on a free transfer from Ipswich in August 2011, but was restricted to just eight appearances this season before joining Stevenage on loan.
His previous clubs include Charlton, Colchester and Ipswich while he has also had loan spells at Gillingham, Reading, QPR, Norwich, Derby and Millwall.
