The 28-year-old has enjoyed successful campaigns with St Pauli, Freiburg and Borussia Monchengladbach since leaving Bremen in 2009, but a 12million euro (£10million) move to Wolfsburg last summer proved to be disappointing as he managed to score only six Bundesliga goals in 31 appearances.
Werder did not disclose the details of the deal that sees Kruse, who has 14 Germany caps, leave the Wolves to move to the Weserstadion.
General manager Frank Baumann told werder.de: "Max is a player who has made excellent progress in recent years and he has proven his quality at his clubs and with the national team at the highest level."
Kruse was dropped from Joachim Low's Germany squad ahead of a March friendly after reportedly grabbing a mobile phone from a woman who was taking pictures of him in a nightclub in Berlin. He was not subsequently recalled to the final Mannschaft which reached the semi-finals of Euro 2016.
