Solanke, 17, will sign a one-year loan deal with the Eredivisie club, Vitesse have confirmed.
Vitesse are a partner club of Chelsea where a number of talented kids go to develop their skills whether or not they make it in the Premier League.
"Dominic Solanke will be training with Vitesse from Tuesday on,” said a statement from Vitesse.
“The attacker has a fine reputation as a proven goalscorer and represented England at Under-16, U-17 and U-18 level. Club and player hope to agree terms shortly."
Chelsea manager Jose Mourinho has said Solanke would remain with the Premier League for the season ahead, but the 17-year-old forward would have faced competition from Diego Costa and Loic Remy for regular action.
Isaiah Brown, Nathan, Danilo Pantic and Lewis Baker are already at Vitesse. Nemanja Matic and Gael Kakuta spent time at the Dutch club before returning to join Chelsea.
