The highly-rated striker was also reportedly a target for Chelsea but will now move to Etihad Stadium in a deal worth a reported £2.5 million.
Bursaspor president Recep Bolukbasi confirmed the transfer on Thursday.
“We have an agreement with Manchester City,” he said. “Enes will go to England at the weekend to complete the transfer.”
Four days ago, Unal posted on Instagram saying "Every nice thing ends one day".
The move was also confirmed by the player's agent, Batur Altiparmak: "An agreement in principle has been reached. Bursaspor have given Enes permission to join Manchester City and undergo a medical."
Unal, 18, has already represented Turkey at senior level but remains largely unproven at club level, scoring only four goals in 35 league appearances for Bursaspor. He is, though, the youngest ever player to score in the Super Lig.
He has a further three goals in cup matches – all in the 2013/14 season – but has only started a total of seven games in all competitions during his time at Bursaspor.
Unal made his debut for Tukey in a 2-1 friendly win over Luxembourg in March after a prolific run with the country’s Under-19 and Under-21 teams. He also scored 24 goals in 25 games for the Under-16s.
