The striker was ruled out of England's friendlies with Germany and Brazil over the past week because of a knee injury but will start at The Emirates as his team look to open up a seven-point gap over their bitter rivals.
He will be joined by Dele Alli, who also pulled out of Gareth Southgate's squad with a hamstring problem, and Hugo Lloris, who was struggling with a thigh injury.
Arsenal, meanwhile, start with Alexandre Lacazette up front, while Shkodran Mustafi is also back in the team.
Arsenal: Cech, Koscielny, Mustafi, Monreal, Bellerin, Xhaka, Ramsey, Kolasinac, Sanchez, Ozil, Lacazette.
Tottenham: Lloris (C), Trippier, Dier, Sanchez, Vertonghen, Davies, Dembele, Sissoko, Eriksen, Dele, Kane.
