A statement from race control said the two drivers were under investigation for "failing to leave the pitlane correctly" as they rejoined following the late red flag caused when contact between Sebastian Vettel's Ferrari and Sergio Perez's Force India left debris on the track.
Raikkonen's Ferrari went behind a Sauber that was exiting its garage and was followed by Hamilton's Mercedes as they made their way down the pitlane.
Hamilton said he did not think they had done anything to contravene the rules.
"I don't really know too much about it," he said. "The rule is that you do your starts on the left and allow people to pass on the right.
"I saw Kimi was kind of blocked because there was a car coming out of the garage so Kimi went around him and I followed.
"I just went to the right. As far as I am aware, it was legal."
Hamilton and Raikkonen were second and third fastest in the evening session behind the former's team-mate Nico Rosberg.
